Is this dress fashion forward or a fashion faux pas?

For the life of me I can't decide if this Lulu's dress is fashion forward (stylish, cute, etc) or a fashion faux pas. Is it me or does the model look like she's wearing a swimsuit with a skirt? Is it too much?

I'd love your opinion!
