I know this one too! This is actually a model known as Kato. She's known for modeling what is called "Steampunk Couture". I also think this was at San Diego Comic-Con 2009 but I wasn't there so I can't back that up.
I know way to much useless information... Now if only I could get someone to pay me for it...
